IOT tables do not support XMLINDEX (Doc ID 2088265.1)

Goal

 Attempting to create an XMLINDEX on a partitioned IOT table will give the following error message

 CREATE INDEX ENTRY_CONTENT ON ITEM_CONTENT (ENTRY_CONTENT) INDEXTYPE IS XDB.XMLINDEX  PARAMETERS ('PATHS (INCLUDE (/entry/n25402))') parallel 8;

ERROR at line 1:
ORA-29958: fatal error occurred in the execution of ODCIINDEXCREATE routine
ORA-30978: The XML Index is not locally partitioned.

Attempting to create an XMLINDEX on a non-partitioned IOT table gives the following error message

ERROR at line 1:
ORA-29958: fatal error occurred in the execution of ODCIINDEXCREATE routine
ORA-30989: XML Index on an Index Organized Table is not yet supported
