Symptoms

When running DBCA or NETCA to create a Listener or endpoint on a specific port, you may find that one of the following (or similar) errors are thrown:

DBCA -->
"The <process being managed> Port "nnnn" is not valid. Specify a valid unused port."

NETCA -->
"Use another port number: Port "nnnn" provided for this listener is currently in use. Re-enter different information."

However, a check of the port "nnnn" shows the port is free and available for use by software applications at the OS level.
For example, the following returns no values, meaning port 1522 is free and available on this system:



Changes

 You are possibly creating a new process on a different port that is not the default.
