All 12c database instances crash with error ORA-29770 when remote site is powered off

Information in this document applies to any platform.
1. This is a RAC extended configuration with two sites (Eg Site A and B).
2. During a site loss test, customer powers off the machines and storage array from a remote site (Eg site B).
3. In the surviving nodes (site A), all the 12c DB instances crash with ORA-29770 when the remote site is powered off:
CKPT (ospid: 19091) waits for event 'enq: XR - database force logging' for 78 secs.

Errors in file <PATH>//trace/INST1_lmhb_19011.trc (incident=984698):
ORA-29770: global enqueue process LMON (OSID 18896) is hung for more than 70 seconds
4. Customer had in the same cluster a DB 220.127.116.11, those instances were not affected.
This is a Extended RAC configuration, where customer is testing a site loss scenario.
