Symptoms

Attempting to create a spatial index on an index organized table fails in 12.1.0.2 with errors (where in previous versions no error was raised)

ORA-29855: error occurred in the execution of ODCIINDEXCREATE routine
ORA-13199: Invalid table type: index organization not supported
Failing sql is:
CREATE INDEX "<schema>"."<index name>" ON "<table owner>"."<table name>" ("<geometry column>") INDEXTYPE IS "MDSYS"."SPATIAL_INDEX" PARALLEL 1

Where <table name> is created as an index organized table.
