Truss on sqlplus as below ,

truss -fe -o sqlplus.truss sqlplus "/ as sysdba"

2300: stat("/app/oracle/diag/rdbms/xxxxx/XXXXX", 0xFFFFFFFF7FFFEA80) Err#13
EACCES [file_dac_search]
2300: stat("/app/oracle/diag", 0xFFFFFFFF7FFFDF80) = 0
2300: stat("/app/oracle/diag/rdbms", 0xFFFFFFFF7FFFDF80) Err#13 EACCES
2300: mkdir("/app/oracle/diag/rdbms", 0775) Err#13 EACCES [file_dac_search]

So the process tries to access ./diag/rdbms but can't, assumes that it doesn't exist, tries to create it but can't.
