Create Table Statement Fails with ORA-4030 (qmxlu Subheap,qmemNextBuf:rel Alloc) (Doc ID 2095124.1)

Symptoms

On 12.1.0.2, a create table statement fails with the following error:

ORA-04030: out of process memory when trying to allocate 1080 bytes (qmxlu subheap,qmemNextBuf:rel alloc)

The trace file shows something similar to the following:
