Symptoms
Automatic Memory Management is not enabled even though setting
AUTOMATICMEMORYMANAGEMENT="TRUE" parameter in the response file.
DBCA has been started using silent mode, and resopnse file (dbca.rsp)
is used to specify DB creation parameters.
The database was created with MEMORY_TARGET=0.
