RAC DB Switchover using Broker failed with ORA-12514 (Doc ID 2098408.1)

Symptoms

Switchover fails with below errors:

 

DGMGRL> switchover to <standby dbuniquename>;

Performing switchover NOW, please wait...
New primary database "<standby dbuniquename>" is opening...
Operation requires startup of instance "<SID>" on database "<DB NAME>"
Starting instance "<SID>"...
Unable to connect to database
ORA-12514: TNS:listener does not currently know of service requested in connect descriptor

Failed.
Warning: You are no longer connected to ORACLE.

Please complete the following steps to finish switchover:
start up instance "<SID>" of database "<DB NAME>"
