Goal

Network socket files can be located in /tmp/.oracle, /var/tmp/.oracle or /usr/tmp/.oracle 

Network socket files inconsistence causing various issues of Cluster/Resource startup problem, connectivity issues, some are listed below

1. GRID startup issue due to Inconsistent socket files, Socket files are removed by system admin or third party application causing "unable to contact to cluster manager"  error
