XML Index Creation Fails With ORA-64132 (Doc ID 2100927.1)

Symptoms

On a 12.1.0.2 database, attempts to create an unstructured partitioned XML index on a column of XMLTYPE fail with errors.

ERROR at line 1:
ORA-00604: error occurred at recursive SQL level 1
ORA-01000: maximum open cursors exceeded
ORA-01000: maximum open cursors exceeded
ORA-01000: maximum open cursors exceeded
ORA-01000: maximum open cursors exceeded
ORA-64132: XMLIndex Metadata: failure during the updating of the dictionary
ORA-01000: maximum open cursors exceeded

v$open_cursor shows multiple cursors with

"insert into xdb.xdb$xidx_part_tab(idxobj#,part_name,tablespace"
and
"select to_number(degree) from ind$ where obj# "
