"Stale Configuration: Client configuration redeployment needed" on BDA 4.3/CDH 5.4.7 After Reboot (Doc ID 2101063.1)

Symptoms

 
The symptom here is the Cloudera Manager shows services with the "blue", "Stale Configuration: Client configuration redeployment needed" icon after reboot.  In this case, Cloudera Manager will look like:

 

1. Selecting: Deploy Client Configuration for the cluster does not make "Stale Configuration" go away.

2. Navigating to the service > Action dropdown > Deploy Client Configuration, does not make the "Stale Configuration" go away either.

This can happen on hosts with a gateway client configuration (with HDFS) after reboot. Since upgrade does a reboot it can happen after that as well.
