Trying to create Database using DBCA with Template that Specifies a Container Database Fails (Doc ID 2103704.1)

Symptoms

Trying to create a database from a template created specifying a container database (and one pluggable database) fails with the following:

Unique database identifier check passed.

File Validations Successful.
Creating and starting Oracle instance
DBCA_PROGRESS : 2%
DBCA_PROGRESS : 3%
DBCA_PROGRESS : 5%
null
DBCA_PROGRESS : DBCA Operation failed.

Invalid template file "/oracle/app/oracle/product/db/12.1.0.2/assistants/dbca/templates/cdbtest.dbt".
The template data is not in the expected format.

Creating a database from a template that doesn't specify a container database works.

Tried implementing all of the fixes in note 1970157.1, and it didn't help. There are no files in the dbca/logs directory.
