ASM on Windows: "ORA-01031: insufficient privileges" While Trying to Start 'ora.asm' Resource (Doc ID 2107353.1)

Symptoms

In Windows environment ORA-1031 'insufficient privileges' is encountered while accessing or mounting an ASM diskgroup:

crsctl start resource ora.asm -init
CRS-2672: Attempting to start 'ora.asm' on 'node1'
ORA-01031: insufficient privileges
CRS-5017: The resource action "ora.asm start" encountered the following error:
ORA-01031: insufficient privileges
. For details refer to "(:CLSN00107:)" in "<GI_HOME>\log\node1\agent\ohasd\oraagent\oraagent.log".
CRS-2674: Start of 'ora.asm' on 'node1' failed
CRS-2679: Attempting to clean 'ora.asm' on 'node1'
ORA-01031: insufficient privileges
CRS-2681: Clean of 'ora.asm' on 'node1' succeeded
CRS-4000: Command Start failed, or completed with errors.

 
However, after startup of the Grid Infrastructure stack, the ASM instance and diskgroups can be mounted successfully from SQLPLUS.
