OpenVMS: Pro*C 11gR2 aborts with an Access Violation (SYSTEM-F-ACCVIO) in module pcs (Doc ID 2108002.1)

Having performed an 11gR2 Client Install on hp OpenVMS, Pro*C compilations that would normally report a syntax error 
fail with the following Access Violation:

$ proc my_code.pc
