Symptoms

While attempting to run an External Procedure call in 11g or newer using the dynamic agent, the following error is thrown: 

The extproc.ora file is configured correctly. 

Changes

This may be a new implementation of External procedure calls or an update to an existing configuration to use the dynamically spawned extproc agent.
