Cannot Reset LSNs, Tablespace Not Found When Restoring TTS Backup (Doc ID 2113086.1)

Symptoms

Restoring from a backup taken with MEB and the --use-tts parameter results in an error:

mysqlbackup: ERROR: mysql query: 'ALTER TABLE 'dbName'.'tableName' IMPORT TABLESPACE': Internal error: Cannot reset LSNs in table '"dbName"."tableName"' : Tablespace not found

The MySQL error log contains statements like:

InnoDB: Operating system error number 13 in a file operation.
InnoDB: The error means mysqld does not have the access rights to
InnoDB: the directory.

[ERROR] InnoDB: Trying to import a tablespace, but could not open the tablespace file ./dbName/tableName.ibd
