Oracle Restart: oraagent gets unresponsive and standby databases are restarted (Doc ID 2113418.1)

Symptoms

o Oracle Restart 12.1.0.2 (the issue was reported with 12.1.0.2.5 and 12.1.0.2.160119 )

o The server store Standby databases which may be mounted in recovery mode

o The oraagent is reported unresponsive and is restarted. The alert for Oracle Restart shows:

o When oraagent is restarted, the Standby databases which are mounted are restarted (If the standby database is open in read-only the databases will not be affected). The alert for the DB shows:

o The restarted Standby databases are opened in read-only, even when the configuration stored in the clusterware (via srvctl) shows the databases should be mounted, when is started:

 o 'top' may report that oraagent is consuming high cpu, close to the time when is unresponsive and restarted:
