Upgrade to BDA V4.4 Fails with: "ERROR: Cloudera Manager admin password is incorrect"/Log Shows "Server is running in --secure-auth mode"

Symptoms
While upgrading to BDA V4.4 the upgrade fails with:
ERROR: Cloudera Manager admin password is incorrect
ERROR: Cannot continue with operation
ERROR: Cannot continue with operation
Other symptoms include:
1. It is not possible to log into Cloudera Manager (CM).
2. The CM server service process keeps dying. In other words the, cloudera-scm-server service, will not stay active.
3. The CM server log at: /var/log/cloudera-scm-server.log, reports:
Failed!!! Clearing pending acquires. While trying to acquire a needed new resource, we failed to succeed more than the maximum number of allowed acquisition attempts (5). Last acquisition attempt exception:
java.sql.SQLException: Server is running in --secure-auth mode, but 'scm'@'<HOSTNAME3>.<DOMAIN>' has a password in the old format; please change the password to the new format
