Downgrade DB from to and then Upgrade to gets ORA-01426: numeric overflow (Doc ID 2116585.1)

After downgrading DB from to and then upgrade to (DB PSU patch 21948347),
now when SQLLDR program is run, get the following error:

ORA-01426: numeric overflow

Still get ORA-01426 error after applying generic patch 20312022, per note
"Bug 20312022 - ORA-1426: numeric overflow after an upgrade to and downgrade to 11.2.0 (Doc ID 20312022.8)".
