Startup Nomount Hangs On Red Hat Enterprise 6 (Doc ID 2117663.1)

Symptoms

When running the following the database hangs:
sqlplus / as sysdba
startup nomount pfile=init.ora

If running the below, the database starts normally:
strace -fo sqlplus_trace.trc sqlplus "/ as sysdba" <==================
startup nomount pfile=init.ora

Changes

New database right after installing new Oracle 12.1.0.2 binaries on server RHEL 6.
Oracle 11.2.0.4 running normally on this server.
