3rd Party pkcs12 or .pfx wallets error with "ORA-29116: Cannot get PKCS #12 attributes" or may error in Orapki and OWM (Doc ID 2120362.1)

Symptoms

PKCS12 or .pfx wallets created by 3rd party utilities (e.g., openssl) may cause a crash in owm and orapki or fail with "ORA-29116: Cannot get PKCS #12 attributes"

Examples:

 - client/server TLS/SSL connectivity fails with ORA-29116

 - utl_http to a TLS/SSL target fails with ORA-29116

 - orapki and owm crash when creating an auto_login wallet (cwallet.sso) or when saving the wallet.

The wallet may have been used in 11.2 without issue but originated as a third party pkcs12 file or pfx file.
