Symptoms
- 12.1.0.2 primary cluster database and a 12.1.0.2 standby cluster database
- When adding the standby cluster database to the Data Guard configuration (Broker Configuration), it throws the ORA-1033 error:
DGMGRL> add database <dbname> as connect identifier is '@<connect-identifier>
';
Error: ORA-01033: ORACLE initialization or shutdown in progress
