Symptoms

 The following messages are observed in the alert log

Patch Id: 17871192
Patch Description:
Patch Apply Time: Not Available
Bugs Fixed: 17871192

Patch Id: 21073513
Patch Description:
Patch Apply Time: Not Available
Bugs Fixed: 21073513

 

Changes

 The Patch Id, Patch Description and the Patch Apply Time information is not getting displayed in the alert log during the database startup from 12c.  This is observed when the Time zone is set to few specific system timezone.(Example: GMT)
