After upgrade from to, you may see Materialized View fast refresh not updating records on target.

You have read only materialized view in source with time-stamp based mview log.

When there is an update on base table, the mview log is correctly populated.
sys.slog$ table has correct mview_id listed.

In remote database, you issue following command for refresh:
exec DBMS_MVIEW.REFRESH (list => 'MVIEW1', method => '?', atomic_refresh => FALSE);

The procedure executes without error. The Mview log on the primary table is cleared, but the values on the target database are not updated.

Performing a complete refresh  updates the target correctly. Also, recreating materialized view seems to fix the issue.
