BDA JobHistory UI error: Problem accessing /logs/.Reason:"User dr.who is unauthorized to access this page" (Doc ID 2135327.1)

Symptoms

Navigating to the JobHistory UI on the BDA at: http://<HOSTNAME3>.<DOMAIN>:19888/logs/, to investigate job logs, raises:

HTTP ERROR 403

Problem accessing /logs/. Reason:

User dr.who is unauthorized to access this page.

Note:  The username "dr.who" is the default identity of anyone connecting to HDFS or YARN via the web server (REST) APIs in an unsecured, non-kerberos cluster where a connecting user's identity cannot be authentically determined. See the Cloudera discussion, "What is Dr.who user. 100s of yarn jobs are getting triggered with Dr.who in my cluster.".
