BDA V4.4 to v4.5 Upgrade Fails at Step 7 with BDD Error "Bdd::Upgrade_bdd/Exec[bdd_upgrade]" (Doc ID 2135332.1)

Symptoms

Step 7 of BDA V4.4 to BDA V4.5 upgrade fails with BDD error. The error condition on failure is:
