0x138F and FS-10712 Errors seen while trying to Add DB in Failsafe (Doc ID 2139646.1)

Database Names: DB1, TESTDB1
Listener Name: FslTESTDB1

Getting the below Errors while trying to Add the DB :

4:32:18 PM FS-10490: Configuring the Oracle Net listener for DB1
4:32:18 PM FS-10600: Oracle Net configuration file updated: C:\app\oracle\product\12.1.0\dbhome_1\network\admin\listener.ora
4:32:18 PM FS-10600: Oracle Net configuration file updated: C:\app\oracle\product\12.1.0\dbhome_1\network\admin\tnsnames.ora
4:32:36 PM FS-10605: Oracle Net listener FslTESTDB1 created
4:32:36 PM 0x138F: The cluster resource could not be found.

4:32:36 PM FS-10712: Failed to make resource FslTESTDB1 dependent on TESTDB1 
4:32:36 PM FS-10057: Failed to create the listener resource FslTESTDB1
4:32:36 PM FS-10784: The Oracle Database resource provider failed to configure the virtual server for resource OFS
4:32:37 PM FS-10890: Oracle Services for MSCS failed during the add operation
4:32:37 PM FS-10497: Starting clusterwide rollback of the operation
4:32:37 PM FS-10488: ESX002VM : Starting rollback of operation
4:32:37 PM FS-10600: Oracle Net configuration file updated: C:\app\oracle\product\12.1.0\dbhome_1\network\admin\tnsnames.ora
4:32:37 PM 0x138E: The cluster resource is not available.
