AIX: memory leak/high CPU usage if tcp_fastlo is set to 1 (Doc ID 2141756.1)

Symptoms

On AIX, seeing memory leak, high oraagent CPU consumption on the node where GIMR is running:

The process /u1/grid/12.1.0.2/bin/oraagent.bin is using 50 - 60% of the CPU's all the time on the node where GIMR is running, the same process on the second node uses below 0.1% CPU.
