During the apply process a hardware issue caused the server to go down. After bringing the server back online not able to start the CRS stack to bring up grid infrastructure. Expect that the installation should pick up where it left off.
The issue can be reproduced at will with the following steps:

3. Bring server up and then not be able to start CRS stack.
The issue has the following business impact:
Due to this issue, users cannot start CRS stack after failure during PSU patching of GI home.
Upgraded to 126.96.36.199 and then during application process for April PSU server failure.
