XMLSAVEDOM FAILS WITH ERROR 20 WHEN CLOB IS 1999 OR 2000 BYTES

XML data saved in a database clob datatype column and after retrieving the data from the database, application calls the Oracle provided library xmlSaveDom() to parse it into a buffer_string and it will fail with error 20 where length of data is 1999 or 2000 bytes.
