The Fair Scheduler Exhibits Incorrect Behaviour with Hive (Doc ID 2154934.1)

Symptoms

Executing requests from beeline places all applications in the default resource pool even thought the Fair Scheduler configuration is:

<rule name="user" create="false"/>
<rule name="primaryGroup" create="false"/>
<rule name="specified" create="false"/>
<rule name="default" create="true"/>
</queuePlacementPolicy>

The Cloudera KB "Dynamic Resource Pools in YARN do not work with Hive and Sentry" requires that the rule "Specified pool if exists" be in the first position and also requires manual deployment of the configuration file on Hive Server 2.  As such it can be used to resolve the issue, but is not acceptable due to administration constraints in this case.
