Windows: Creating Database in Oracle Restart environment fails with CRS-2847 (Doc ID 2158347.1)

Symptoms

 When creating a database in Oracle Restart (SIHA) environment, "srvctl add database" fails with CRS-2847.

PRCR-1006 : Failed to add resource ora.<DBNAME>.db for <SID>
PRCR-1071 : Failed to register or update resource ora.<DBNAME>.db
CRS-2847: Authorization failure: OS User '' does not exist on server '<server_name>'

 

Changes

 This issue occurs when following condition is applicable:

- srvctl is executed from the ORACLE_HOME on which Windows BP 12.1.0.2.160419 to 12.1.0.2.160831 is applied
