When creating a database in Oracle Restart (SIHA) environment, "srvctl add database" fails with CRS-2847.
PRCR-1071 : Failed to register or update resource ora.<DBNAME>.db
CRS-2847: Authorization failure: OS User '' does not exist on server '<server_name>'
This issue occurs when following condition is applicable:
- srvctl is executed from the ORACLE_HOME on which Windows BP 126.96.36.199.160419 to 188.8.131.52.160831 is applied
