Changes

When the new 12c feature of updating a Global Temporary Table from an ADG standby is used, then the internal SCN checks (comparing enviroment SCN with recent SCN) find that the env scn is ahead of the recent scn. While it is correct that in most cases an error needs to be raised then, in case of temp blocks on ADG kenvscn<=rscn is not an invariant.
