Symptoms

Symptom 1:

DBUA Upgrade  to 12c  Fails with below Error Message:

 

trace.log :

[AWT-EventQueue-0] [ 2016-06-23 19:11:27.890 IST ] [SelectDatabasePage.populateVersionAndStatusFromLocalInstance:2149] Error when obtaining db info ORA-01804: failure to initialize timezone information.

 Symptom 2:

 preupgrade.jar execution or manual execution of ultppkg.sql failed with below error on 12.1.0.2 database prior to upgrade of the database to 19.x

$ORACLE_HOME/jdk/bin/java -jar $ORACLE_HOME/rdbms/admin/preupgrade.jar TERMINAL TEXT DIR <directory location>
