Goal
When linking a new Client installation of 11.2.0.4 on HP OpenVMS Itanium 8.4
There appears to be a software install problem.
There is no error reported to the screen.
The GUI interface for the installer says the installation completed successfully, but the ora_root:[install]make.log file reports the link failed because the TCPIP$LIBRARY:[TMP] directory does not exist
