Starting a DataPump export or import job is failing with:

ORA-31626: job does not exist
ORA-31637: cannot create job SYS_EXPORT_FULL_01 for user
ORA-06512: at "SYS.DBMS_SYS_ERROR", line 95
ORA-06512: at "SYS.KUPV$FT", line 1013
ORA-39001: invalid argument value
DataPump full export or import of database fails with both sys and system user.
Schema level export or import using sys and system user also fails with same error.
