You create a wallet to use secure external password store (SEPS) feature.

Required TNS entries are put in tnsnames.ora and sqlnet.ora has been edited appropriately to enable wallet.

User credentials are added to the wallet already but you are not able to access the wallet through a "non-oracle user" and getting the error ORA-12578: TNS:wallet open failed .
