Dropping DISK :: Drop disk is failing with WARNING still has contents (32 AUs) (Doc ID 2164762.1)

Symptoms

They added 3 new disks to IBBPRD_GI_DG1 ASM diskgroup with rebalance power 0 and tried to drop 3 old disks with rebalance power 5.

When dropping, it shows DROPPING State in OEM and v$asm_disk then just hangs in DROPPING State. ASM alert log shows,

SUCCESS: ALTER DISKGROUP IBBPRD_GI_DG1 DROP DISK IBBPRD_GI_DG1_0000 DISK IBBPRD_GI_DG1_0001 REBALANCE POWER 5 /* EM */
