12c Oracle Restart/SIHA - LISTENER failure with ORA-07445 [qcplgte_multibyte()+52] in alert.log

Symptoms
While applying PSU using opatchauto, grid Infrastructure services were stopped with 'crsctl stop has' as oracle user, Later Grid Infrastructure stack was started as root with 'crsctl start has' by opatchauto,and this creates a problem with the STACK-Limit.
This is causing the Listener to not start up with the below Error in alert.log
Exception [type: SIGSEGV, Stack Overflow] [ADDR:0xFFFFFFFF7FDFFBC8] [PC:0x10D57F554, qcplgte_multibyte()+52] [flags: 0x0, count: 1]
A reboot does not reports an issue, it does only happens when doing it interactively or while running opatchauto to patch GI.
