Get SQ30073 and invalid codepage when connecting from DB2 on AS400 with default CCSID - perform no data conversions (Doc ID 2166465.1)

Symptoms

Get SQ30073 when connecting from DB2 on AS400 v7.1
through DP4DRDA (Oracle Database Provider for DRDA) 12.1.0.2 on Linux x86-64 to Oracle Database 12c.

The DP4DRDA trace contains "codepage value 65535 is invalid for ccsidsbc".
