Windows 12c: Unable to Start a Listener With a Non-Default Listener Name: TNS-1151 (Doc ID 2168409.1)

Symptoms

Following an upgrade from 11gR2 to 12c, the listener is failing to start with the following error:

TNS-01151: Missing listener name, TST_LSNR, in LISTENER.ORA

E:\oracle\ERPTST\12.1.0>lsnrctl start TST_LSNR

Changes

 This is a new installation of 12c where the listener is running in the GRID home.
