Installation of 11.2.0.4.7 & higher PSU in Runtime Client environments fails with error code 73 (Doc ID 2168465.1)

Symptoms

Issue 1: Installation of PSU fails in Runtime client environments

Installing the 11.2.0.4.7 PSU

Verifying environment and performing prerequisite checks...
Skip patch 20760982 from list of patches to apply: This patch is not needed.

Installing the 11.2.0.4.8 or higher PSU ,similar error is reported
