Symptoms

opatch lsinventory  and opatch apply command fails with the below error when using the opatch version 11.2.0.3.14 and 12.2.0.1.5

Inventory load failed... OPatch cannot load inventory for the given Oracle Home.

LsInventorySession failed: Unable to create patchObject
Possible causes are:
  ORACLE_HOME/inventory/oneoffs/17478514 is corrupted. /oracle/11.2.0/inventory/oneoffs/17478514/etc/config/actions.xml with Invalid encoding name "ISO8859-1".
