Opatch lsinventory and Opatch apply command fails with the below error when using the opatch version 184.108.40.206.14 and 220.127.116.11.5
LsInventorySession failed: Unable to create patchObject
Possible causes are:
ORACLE_HOME/inventory/oneoffs/17478514 is corrupted. /oracle/11.2.0/inventory/oneoffs/17478514/etc/config/actions.xml with Invalid encoding name "ISO8859-1".
