ORA-55616: Transaction Table Needs Flashback Archiver Processing (Doc ID 2180297.1)

Symptoms

After creating a clone database with RMAN insert into flashback enabled tables gives "java.sql.SQLException: ORA-55616: Transaction table needs Flashback Archiver processing" in test DB.  The clone was created using RMAN duplicate Database from backupsets option.

Changes

 It was not made clear why the tempfile was not recreated there are no known issues for this.
