Problem Summary

Any privileges explicitly granted on SYS.SYS$SERVICE_METRICS queue are removed after the database is upgraded to a newest version or if the queue is recreated.

The following needs to be re-ran after the upgrade to re-instate the privilege.

EXEC DBMS_AQADM.GRANT_QUEUE_PRIVILEGE('DEQUEUE','SYS.SYS$SERVICE_METRICS','<user>');

Changes

 Database is upgraded or SYS.SYS$SERVICE_METRICS is recreated.
