This is limited in scope to UNIX servers. Windows does not allow the TZ setting in ENVS for a static handler.
Goal
Describes how to configure a PDB in the listener.ora file to run under a different TZ or timezone.
This implementation requires a static listener configuration so it is not suitable for any PDB where
failover is expected (RAC).
