Datapatch errors while installing Patch 23054354 (DB PSU)

Patch 23054354 apply: WITH ERRORS
  logfile: <ORACLE_HOME>/sqlpatch/23054354/23054354_apply_ITSDEV1_2016Jul28_00_20_13.log (no errors)
  catbundle generate logfile: <ORACLE_BASE>/cfgtoollogs/catbundle/catbundle_PSU_ITSDEV1_itsdev1_GENERATE_2016Jul28_00_20_13.log (no errors)
  catbundle apply logfile: <ORACLE_BASE>/cfgtoollogs/catbundle/catbundle_PSU_ITSDEV1_itsdev1_APPLY_2016Jul28_00_20_14.log (errors)
  Error at line 306: SP2-0310: unable to open file "<ORACLE_HOME>/rdbms/admin/catmacpatch.sql"


Errors is also seen for these files as well -
