Symptoms
Getting the below error while starting the database
ORA-01157: cannot identify/lock data file 17 - see DBWR trace file
ORA-01110: data file 17: '/oradata/orcl/APP_DAT.DBF'
ORA-27086: unable to lock file - already in use
SVR4 Error: 11: Resource temporarily unavailable
