Symptoms
While relocating the RACONE database to other node in the cluster is failing with following errors
srvctl relocate database -d <dbname> -n <node2>
PRCD-1222 : Online relocation of database "<dbname>" failed but database was restored to its original state
PRCD-1129 : Failed to start instance <instance_2> for database <dbname>
PRCR-1064 : Failed to start resource ora.<dbname>.db on node <node2>
CRS-2527: Unable to start 'ora.<dbname>.db' because it has a 'hard' dependency on 'ora.DATA.dg'
CRS-2662: Resource 'ora.DATA.dg' is disabled on server '<node2>'

Status of the diskgroup resource is online on both the nodes
DATA diskgroup is mounted on both the nodes.
