"Oracle Clusterware High Availability API" is not Installed from 12.1.0.2 Client Install Kit

Symptoms

Installing from 12.1.0.2 Oracle Database Client media choosing "Oracle Clusterware High Availability API" by custom install, opatch lsinventory -detail does not show "Oracle Clusterware High Availability API" as installed product.

"Oracle Clusterware RDBMS Files", "Oracle RAC Required Support Files-HAS" is not installed also.

"Oracle Clusterware High Availability API" is combination of "Oracle Clusterware RDBMS Files" and "Oracle RAC Required Support Files-HAS", thus it is expected these two components are installed.

In short form
"Oracle Clusterware High Availability API" = oracle.has.client
"Oracle Clusterware RDBMS Files" = oracle.rdbms.crs
"Oracle RAC Required Support Files-HAS" = oracle.has.rsf
